I have a tenant who's vacating today (but picking up 3-4 large items tomorrow). He was notified in the termination agreement that he owed $150 for utilities (and was given a copy of the bills for the utilities) and that was due 2/27.
I know for a fact he has no money (he squanders it foolishly, including $ from his parents; has been habitually late in rent payments while a tenant and bounced a check - I DID tell him I wanted last money due cash or money order only), but the couple things he's leaving behind are worth a little bit.
Do I have any rights at all to deny him removing them until I receive payment - ie: using them as collateral?
