My jurisdiction is: New York

I found a Newsreel of a famous crime scene during the 1930s. No photo of the crimescene exists. What I've managed to do is to capture three stills from the home movie and combine them, flawlessly, so it looks like one, authentic photo of the event (which, as I've just said has never existed previously)

Can I claim copyright of this entirely new "photo"?

No. I'm not quite sure what you can claim but I think it is clear that your product is a derivative work of the newsreel footage. Opinions may vary but this one seems somewhat clear to me.
