Soon to have a new neighbor, We have a brick wall, app.
4 1/2 ft high, he wants privacy and wants to build it about
2 ft. higher and said we would have to pay for half of it. He is a contractor. The wall is fine as it is. Will I have to pay half just because he wants it?
 
Depends where you are and what the fencing laws are in your jurisdiction, and where exactly (on whose property) the wall is.

If it's your wall, tell him to build his own wall, at his own cost, if he wants something bigger. If he wants to add to your wall, he's welcome to do so, again at his cost. And get an agreement that he will share the maintenance of your wall.
 
The existing brick wall [fence] has been here since the 80's.
We live in the Las Vegas city limits. I assume the fence is on the property line
