Shoplifting, Larceny, Robbery, Theft 17 shoplifted in New York, no police involved

A friend of mine (a minor, 17) was caught shoplifting a $12 pair of earrings from a major department store in New York. They brought him in to see the tape, he went willingly. He complied with orders and the cops were not called. The person in charge of security felt sympathy. His brother picked him up from the Kohl's and he was told that he could not enter the store again unless he was accompanied by someone 21 or older. No paper was signed, but a kind of questionnaire was filled out asking about his shoplifting (nothing specific, just general questions about his shoplifting habits). As he left the man said something about being fined to his brother but he didn't hear. After some research, I discovered this is a civil demand.

What is the likelihood of receiving one for such a small theft, and where security was sympathetic? About how long will it take for him to receive it? Is this letter confidential, or will it have something like "civil demand" printed on the face of it? Any help is appreciated.
 
The "likihood" is very high! The cost to stop and/or prevent shoplifting is very high these Civil Demand laws help retailers get back some of that money
