See an attorney who can review your contract/agreement in full and determine what, if any, recourse you may have. As an independent contractor, wage payment laws (even if Florida had any) don't apply to you.

It may be an excuse, but it may not get you UI benefits. You would have had a better chance, I think, if you had reported to someone (even HR) that you were being instructed by your manager to falsify the reportss.
Well, you're welcome to take it to a Georgia attorney and see what he says. If anything, you would have to file a civil suit in the state courts, since the federal DOL does not address this specific issue.
That would be a legal policy under federal law (Georgia has no wage and hour laws of its own). It is fairly common for such plans to require the employee complete the commission period and/or be employed at the time the commissions are paid.
