Well from PA law a Charity can run a raffle, now since its based out of PA we can legally do raffles for anyone in the U.S.?

If I start a site were people donate by buying tickets for raffles or 50/50's online is that illegal in the US? tryin to find a great way to raise money for my charity.

I'm very confused if some one owns the rights to "Dear Abby"... because I want to start a site that is going to be like the Dear Abby news paper column but online and I really am not sure if some one owns the rights to Dear Abby? If not can I freely use the "Dear Abby" name and idea?
