Neighbor using FBI Van for WiFi

You can be sure if the FBI was really there in a van, they wouldn't be broadcasting "FBI van" as a SSI.
As far as Federal law goes, it's only illegal to pretend to be a law enforcement officer if you're trying to get someone to do something fraudulently (taking their clothes off, turning drugs or money, over to you, etc...).
Iowa makes it illegal for a person to pretend to be a police officer without proper authority, but neither a "van" nor a "wifi" is a person. The law is again rarely enforced unless someone uses it to get someone else to act under the belief that they are (that they pulled them over or otherwise detained them, tried to extract money, free food, or discounts, etc... ).

Not a spy just a spammer or scammer. Its called spoofing where they change the caller ID info to make you think you may know the person and increase the likelihood that you will answer the call.

Alternatively, he was returning a spoofed call. Almost any time I get a phone call from the same area-code/exchange as mine and it's not someone I know, it's going to be spam. Oddly, the scammers have moved on from that since people have caught on (and due to the portability of cell phone numbers there's no geographic or social commonality to similar phone numbers).
Thanks for that info.
They must collect numbers from websites visited or maybe my number was already spoofed when someone else owned the number
