Is anyone aware of a clandestine or possibly experimental video surveillance program that may have emerged during the "Satanic Panic" back in the mid to late eighties and early nineties? Thanks.

Many people are aware of it, mate, but those who administer the surveillance don't speak of the surveillance.
Bottom line whatever is said is nothing more than speculation or conjecture.
Those who run the programs (yes, there are several cooperative efforts run by several sovereign nations) don't make public their covert efforts.

Yeah, brother, many people were boozed up, lit up, shot up, or snortin' up in the 80s.
