I am being harrassed by a neighbor over my dogs barking

I selected the Traffic violation category because when I went to court the first time it was treated as "traffic" court.

I have been living in my house for 13 years and at the first of this year I started getting repeated barking violation complaints from the city. The city would not tell me who was lodging the complaints but said 3 people have filed against me. When the final complaint came with a $200 fine attached-I asked for a court hearing. All three neighbors in the back of me showed up and all 3 had written down when my dogs were barking. They told the judge that they had contacted me about the barking and that I yelled and cussed them out and slammed the door or the phone on them. All 3 gave their statement and I got to question them-none of them could tell the judge how many dogs I had or what my dogs looked like-mind you that one lives right behind me in a two story house and looks into my yard. No one could say what phone number they called or how they got my number or when they had contacted me. These neighbors all got together and collaborated their stories. The guy behind me couldn't identify my dogs because he is never home-I heard he travels for his job. I have only seen a light in his upstairs bedroom about 10 times in the last 13 years that I have lived there. I had the neighbors on either side of me and along my street to sign a document stating my dogs are not a nuisance and do not continually bark. I also bought my dogs expensive dog collars to shock them when they bark (which I feel is inhumane) when I received my final notice. The judge said since all three showed up and had documentation she had to side with them. So now I have bought surveillance cameras which I "watch" at work to see what my "bark collared" dogs are doing all day. They do nothing-they come out maybe once or twice a day and then the rest of the time they are inside. Also, my guy right behind me said that I did not have a dog door and that I kick my dog outside all day long and let it bark and cry-I have had a dog door for 11 years!! I have just received another complaint-I watch my dogs it is not them, I believe I am being punished for every dog that barks in my neighborhood. They have made living there unpleasant and stressful. I feel I am being harassed! My monitor does not record but it does notify me when there is movement coming out of my dog door. I think I need a lawyer to represent me because I just get flustered and can not speak in front of the judge. And when they sat their and just blatantly lied to the judge about contacting me I was flabbergasted!
 
You are FREE to hire a lawyer and pursue this madness.
Otherwise, restrain your animal, obey the laws that we all are required to obey.
If its impossible to quiet or calm your animal, you can move into the country and stay away from people that make trouble for you.

Barring a move, you'll have to help your animal behave according to the laws and ordinances where you reside.
 
I wonder why these neighbors would complain about your dogs unless they are barking. It's "possible" they also could be hearing other dogs that are barking in the neighborhood. You can talk to a lawer & see what he/she "might" be able to do for you.

It's possible also if complaints continue & you have dogs, you "might" have to consider moving & hope the neighbors there don't complain.
 
I am curious. The judge said they showed up with 'documentation' ? Like what? Tape recordings of the barking? Video?

I agree with the others though. Sounds like you need a small house with a yard for your dogs instead of pesky neighbors.
