Attorney using inordinate procedural delays in filing my I-140/i-485: 4+mo after LC

Question on legal options about my immigration Attorneys malpractice:

My Immigration Attorney has been using procedural delays in filing my I-140/I-485 petitions.
- My LC was approved 4+months ago and their office took 1 month to tell what steps to do next, two weeks to fill out forms (which had errors) and now four days to review the signed completed forms and have not yet filed petitions.
- Have already paid off all charges.
- 3 months ago, he accused me of rude behavior to his staff a day after I praised him and his staff on email for their work on LC.
The allegation was completely false as nothing like that even in wild imaginations had happened. 3.5 months ago I only told his accountant to tell the paralegal that there is no hold on my account (that paralegal reported twice there was due to a remaining payment). And that she does not respond to me before my third or fourth communication attempt. So she (accountant tell the paralegal about No hold).

- Have met the attorney only once in the beginning of the case about two years ago.
- Is it it discrimination or malpractice?

What are my legal options?
