I really don't want to serve them yet. I would rather see if they can reach a settlement with me through a demand letter. I am wondering if I should just hand deliver the letter to the owner myself or send it to his home address by Fed Ex.

Sorry I am late in replying. Thank you both for replying. Since I am only suing for $2,000 and the LLC only has one person as a member, I suppose it really isn't necessary to pierce the corporate shield.
When suing a LLC in small claims court, when would you sue just the LLC itself and when would you sue both the LLC and the president of the LLC in his individual capacity?

You can sue any telemarketer who violates the TCPA (47 United States Code 227) whether they are in state or out of state in your local small claims court. Google "fight telemarketing" it will take you to a website that will explain how one non-lawyer did it.
