I am wondering . . I pay for minimal car insurance twice a year and have NO accidents and NO tickets in 14 years, yet I get an increase EVERY payment? Are they allowed to do this?

A friend is willing to lend me a vehicle (which is legal & registered) while mine is at mechanic's garage being fixed. I noticed that on his vehicle, the side view mirror on passenger side is missing. If stopped by police, would I be held responsible? Or is my friend responsible?
