I was in OPT, and a company applied for me to H3 visa, back on Dec/23/06. It got denied on Sep/21/07, with the option of appeal. We did it on Oct/23/2007 (with a lot of documents supporting the appelaing) the H3 is under "pending" and I am still in the US. My OPT already expired on Jan/2007...
