If I dispute a charge for service not rendered . My CC filed claim against merchant & gave XX days to respond and so far there has been no response & time frame is almost up. what happens if merchant/merchant's bank just does not respond?

I had a flat rate & paid up front, the lawyer died & estate refuses to refund my money although they cannot prove any work done. advice? Thanks
