    I am not too sure what difference it makes (but maybe it does), but he was a motorcycle officer, and had his helmet on.

    Yes, that is correct, in that in Washington State, officers are not required to show up. The only way that they are, is if they are subpeoned. If they are, and they don't show up, I have heard that it is grounds for dismissal due to lack of witness.
