I would suggest you estimate how much this incident has ended up costing you. If this incident has ended up costing you at least several thousand dollars in sales, it seems to me that it would warrant a lawsuit against the buyer, which would require that information to be subpoenaed from ebay...

I would definitely agree that ebay does nothing with bad buyers. I've had a bad buyer situation which I won't post here because it took me being unethical in my reporting of the member to get them to do anything about a clear policy violation.

I've been on the jobsearch.info mailinglist for a couple of months. Since I signed up for that email list, I've been constantly recieving emails from con-artists emailing me with employment scams, one of which, I almost took the bait until they asked for too much personal information via email...
