    Drug Crimes, Substance Abuse Why must a Felon with adjudication withheld have to register?

    Why must a felon who pleaded no nolo contendro with adjudication withheld have to register as a felon in the state of Florida? Wouldn't that defeat the purpose of the adjudication withheld?
