No attorney response

A relative has been having trouble with a new vehicle that I think is a lemon. I helped fill out an online form for an attorney but they haven't heard anything since January. I suggested contacting another attorney but now they are so frustrated with the situation I can't even talk about it with them.

Is it common practice to ignore evaluations that are online, and should I call on their behalf and hope for a quick response?

At the risk of being snarky, I'll bet that neither you nor your relative has read and complied with the Michigan "lemon" statutes.

Step 1 - read this guide:

Step 2 - read and comply with the statutes:

If your relative has complied with the statutes and taken the appropriate steps to no avail then they can run a search for lemon law attorneys in their city.

Step 3 - Your relative, not you, picks up the phone, calls for an appointment, and goes in and discusses the problem.

I don't intend to sound flippant, but who cares? All that your relative should be concerned about is that THIS PARTICULAR ATTORNEY didn't respond IN THIS PARTICULAR INSTANCE. Call someone else.

Is this relative of yours a child? Even if it's your adult child, why not let him/her deal with his/her own issue?

Attorney practices vary significantly. When it comes to email, some only respond to an email from a potential new client if they believe that they may be able to assist them. That's often because of the flood of email that hits their email inbox each day. Regardless, if you haven't received a response within a couple days then either call their office if you really want that particular attorney or assume they aren't interested and contact another attorney. If you sent the email form indicating that you completing it for someone else, that raises the chance of not getting a response. I'm assuming that your relative is able to do these things himself if he is an adult capable of driving a car.
