Wrongfully accused

My daughter was issued a citation in the state of CT for littering. Her name was found in some garbage that was illegally dumped in a state forest. She is innocent because we know for a fact her younger brother is responsible for the illegal dumping. He is a minor. Should we simply pay the 219 dollar fine and make this go away or could there be future repercussions for her by pleading guilty? I would like for her to go to court, plead innocent and have her brother stand up and accept responsibility. If I do this should I hire an attorney or is the court likely to look upon this as a responsible act?
