Is it legal for a company to make 15 to 20 employees reduntant and still offer the remaining employees overtime?

Generally, an employer can hire or fire at their discretion.

Similarly, an employee can quit without recrimination, too.

Assuming that you are in the US then yes, with solely the information you have provided that is legal.

However, your use of the word, redundant, sounds as if you are in Canada or the UK. Employment law not the same in either country as it is in the US. So if you are in Canada or the UK you may want to ask your question on a board dedicated to the laws of those countries since we have no experts here on either.
