Work tools taken

My friend is in jail probably for 3 months. His employer confiscated all of his work tools. My friend has been buying his own tools for 20 years. He is a mechanic. His employer stated that he owed him money. What course of action should he take?

There is not much he can do from jail.

I understand that he cannot do anything from jail. I am asking what are his options after he is released.

1. Ask for the tools to be returned.
2. Pay what us owed.
3. Sue the employer is small claims for the value of the tools.
