Who is responsible?

When renting a house, who is responsible for providing heat and air conditioning? The house I am renting has central heat and air, however the unit is not working. Doesn't the owner have to provide heat? Does he have to provide heat and air?

A landlord must provide for proper hot water and heating.

Interestingly enough, air conditioning is often not addressed as being necessary (although this may vary from state to state). There is no requirement that the source of this must be a central heat/air versus other means of providing heat.
