who is responsible

I purchased a home in December of 2007. I have an FHA mortgage. There are so many things wrong in this home that should have prevented the house from passing inspection. Including a big danger. There are three free hanging live wires suspened from the ceiling in my closet, I never imagined the wires would be live and I was shocked, knocked back against the wall. This was one thing among a few other things that should have prevented the house from passing inspection. Is the mortgage Co. that sent the inspector or the inspector himself responsible to have these things fixed? Or am I stck with the pass the buck problems?
