When does a hoa no longer exist?

I live in a small neighborhood in the Francis Marion National Forest in SC. We only have 7 developed lots and about an equal amount of undeveloped in it. For some odd reason our street has a hoa. They have not had a meeting, held elections, collected dues or anything since 2007. Now they are sending out notices of late payments due now for the last 5 years, they want to have a meeting to redo our road (which is dirt), and want to start levying fines against homeowners who do not follow the rules. My question is, since they haven't done anything in so many years, does the association even exist any more? Do they have any power any more? And what sort of vote does it take to get rid of it if it does?
 
SC home development HOAs' are corporations. The corporation would have officers. Theoretically an officer would need to revive it or the By-Laws would need to allow for a dormant HOA to be revived.
