My Mom and her boyfriend lived together for 30 yrs and never married. Her name is not on the deed. He has been incapacitated in a nursing for a year and he left his son power of attorney. I know Maryland isn't a common law state and his son isn't taking care of his finances as a POA is required to do. He has neglected to pay the property taxes and his other bills. What type of attorney should we consult with to have his POA responsibilities removed?

The problem isn't really what type of attorney, but who has standing to bring the action. Unfortunately your Mother most likely has no standing. Someone else in the family needs to bring an action to get guardianship over him and his assets. They would show that the son has neglected his duties under the POA and have him removed by the court. The Court is then free to appoint someone else as the guardian.
