In California do the police have the right to question and then arrest a minor wthout a parent or guardian present?

Why not? What are the police supposed to do if they find a minor committing a crime? Sit there and wait for a parent? Much also depends upon the circumstances. If the minor was taken to the police station and then interrogated, any confession given might be stricken. But that's a different story than what I think you are talking about.
