I was arrested and charged with two different offense for driving while intoxicated. What is the blood limit and why did I get charged twice?

Don't know what you were charged with (you need to list it) but here is a guess. You were charged with two different offenses not twice for the same offense. DWI is an Unclassified Misdemeanor and has a more severe sentence than a conviction for DWAI. You may have been charged with 2 misdemeanors:
  • Vehicle and Traffic Law §1192(2), Driving with Greater than .10 Blood Alcohol Content
  • Vehicle and Traffic Law §1192(3), Driving While Intoxicated.
1192(2) is based upon the driver's chemical test results and 1192(3) is based upon physical observations made by the arresting officer. It may not be unusual to be ticketed for both.
