what is a schools responsibility

my daughter got her cellphone confiscated yesterday, she went to collect it last night and the teacher had not handed it in, so she went to see the teacher today, and was told the cellphone got stolen from her desk, this was not made public yesterday, who is responsible for the cellphones replacement

Hard to say. It would seem the school would be responsible for replacement although I wonder if it may affect the relationship your daughter will have with her teacher! Why not have a discussion with the school?
