My son has been convicted of a felony and is serving time in a minimum security facility. Will he be able to get a passport to travel outside of the U.S. when he is freed?

Yes he will be able to get a passport. He will likely be on parole that will curtail his traveling. Generally States do not allow parolees to travel. Further, if he is required to get a Visa he might not be able to get one for certain countries depending on his crime. Glad he is getting out. Tell him to straighten up and fly right. Second chances are hard to come by.
