What does wage order encompass?

I live in California. What does a wage order garnishment cover? Does that garnishment pertain to wages only? My issue is I was awarded waiting time penalties from a former employer for their failure to have my paycheck available on my last day of work. I was not paid until approximately 3 weeks later and was awarded penalties for that period of time my wages were not paid. Does the wage order apply to the penalties because pursuant to the Labor Codes penalties are not wages therefore no deductions are taken? Please advise. Thank you.
