Person "X" defied a protective order and was released on Own Recognizance until her next court date but person "X" went straight to harassing the protected person's step-father via voice mail when in the protective order it says "she must have no contact with protected person through a third party" did she do anything illegal?

No, but she may have violated the court order.

You should visit the police agency involved and ask to speak to a detective.

You describe what occurred tot he detective, provide any proof to support your allegation, and ask if the person violated the court order and/or the law.
 
No, not unless the order compels he to not contact the step father.
Contact via a third party would mean the restrained person sent someone to contact "person X" on their behalf.
That you learned of the contact with the step father is not the same. The step father could potentially obtain a restraining order if the behavior warrants it.
