What can be done when laws are not enforced

There are laws, fireworks for one and they are illegal, but they do not enforce it.
when a citizen has to resort to paying for surveilance and taping to prove the crimes or violations exist, what can be done???
It is not making any sense. They have laws for parking, not enforced.
Who is next on the ladder after the city attorney? The govenor?
