Public park is a "traditional public forum" where speech & peaceful assembly is protected under 1st Amendment unless the speech falls in any of the very few exceptions. Political speech is even more protected. However time, place etc restrictions maybe imposed by public authorities but those restrictions must be reasonable & narrowly tailored to serve the public purpose.
