Water Rights Question

Would water rights issues be a civil matter to take to small claims court or do I need to contact a lawyer not sure please let me know.

Small claims courts can only award monetary damages.
If you're looking for a court to order someone to do something "specific performance" or enjoin a person to NOT do something, it's off to a higher court of record you must go.
