water rights, how long are they in existence?

I have inherited part of a home from my grandmother. In 1998 my aunt was given perpetual water rites to a well on my grandparents property. That well and piece of land no longer belongs to the main house. My aunt detached and put in her own well 5 years ago. Now she finds there are problems with her well and she can not use it. Am I required to allow her to attach to the well that I had installed this year on my property? She hasnt maintained any lines or have a pump. Can she cross my property to attach to the well that used to service my property?
