water damage from a nabors run off

my nabor black topped his whole law, his property is higher than mine and when we have a heavy storm the water floods my property and my home, what can we about this problem thank you

If there is a remedy, it resides in court. However, if a building permit was granted, you might have no remedy. The water might be considered an act of God. I'm not sure a neighbor has a legal duty to protect your property.

Generally speaking, one may not change the flow of water onto another persons property. You will likely need an attorney versed in your local laws.
