water bill in an apartment?

I have lived in my current apartment complex for just over a year. When I first moved in the rent was 375.00 and utilities on in my name. I moved into a different apartment and the above still applied. However, now I have to pay water and the rent has gone up to 425. I haven't signed a new lease or anything? Is he even allowed to charge for water? I read somewhere in tennets rights that the owner of apartment complexes are supposed to pay for water and trash removal. Not to mention that he is over charging for the water on all the individual apartments! I think that he is having us pay for the laundry facility that he installed. How can I go about dealing with all of this?
 
What was the length of time for the original lease? Why the move to a different apartment? How does this apartment differ from the first (i.e., size wise)?
