Wasn't on the lease - do I have to pay?

The last four years with my landlord have been terrible and I finally moved out. I have been in a battle with him because the water was not suitable for consumption. It got to the point when I flushed the toilet, a piece of a fish skin came into the bowl. (I lived near a lake.) He finally replaced the well and holding tank. But, it was too late, I needed to leave. My clothes were stained brown, my shower curtain was stained brown, my dishes tarnished and stained because of the water.

What I'm asking is now that I have moved, the landlord is deducting from my security deposit the cost of an iron filter and labor. No where in the lease does it say that I am responsible for the care and up keep of the iron filter or the water softner. He has asked me to put chemicals in the iron filter over the years, which I have done. Now he says that I put in the wrong chemicals and wrecked the iron filter and he wants me to pay for it.

Am I liable for the replacement cost of the iron filter?
