Was told repair was free now billed $358, due within 30 days

Hello.

I purchased a town home with a broken fire pull box. The HOA told the previous owner she was to pay for this repair because her children had pulled it so many times in the past. She agreed but left without having it done.

When I moved in I called about it. The HOA manager said they had been trying to get it fixed, and she'd send someone out. When it was fixed I signed a work order stating $0 due for parts and labor.

They have now sent me a bill for $358 saying it's my responsibility to pay because they can't reach previous owner.

Info:
- Escrow asked HOA to give them all amounts due. If they would have submitted an estimate, it would've been paid in closing.
- The charge to her was a punishment not the normal fee for everyone with a pulled box.
- The CC&R's say nothing about fees/charges for pulled boxes
- Shouldn't she have told me before repairs that I would be responsible for any additional amount due.

Am I responsible for this woman's charge?
