I received a traffic ticket in texas about 7 years ago, which turned into an arrest warrant. is there some sort of statute of limitations on this? meaning, can they still arrest me even though it's been seven years? or does the statute of limitations only apply if a warrant isn't issued?

There is no statute of limitations. When you did not appear a guilty verdict was entered. If you are stopped the officer has the option of giving you a free ride to the jailhouse to meet Bubba and his friends. I am surprised that your drivers license has not been suspended.
