wage garnishment

I payed off a judgment.There was an over payment of $400.00.I called the Suffolk county sheriff dept. they told me that the over payment was applied to a second totally different judgment.When I asked why they did that they said "it is THERE policy" to do that, Not a law it is just what they do. I was never notified of this. Can they do that?

Apparently, they did. If you don't like it take them to court.
