Voting

I hope this is as simple a question as I think it is.

Is "voting" a right or a privilege ?

I believe that voting is a right. In the USA the people have a right to have a voice in the election process. However, there is a significant debate about how our Constitution defines the right to vote and whether we need another amendment to guarantee this right. Women's right to vote is embodied in the 19th amendment.
