Voluntary surrender of parental rights

I am in need of guidance, my sister would like to voluntarily surrender her parental rights at the hospital and would like to give my husband and I custody of the child. She wants nothing to do with the baby. What steps should we take?

Where is the child's Father and does he agree?

She does not know who's the baby's father.

She knows who she had sex with so she knows Father. Giving a child up for adoption without Father's consent will make process more difficult
