Violation under the FERPA act? URGENT. Need an answer TONIGHT

My friend was caught cheating on the SAT a couple of months ago. It was done off campus at another school. The NHS (Nation Honors Society) chapter at his school wants to hold a hearing tomorrow with teachers he dosn't know to decide if they can expel him from the organzation based on integrity and character issues.

Is the school violating the FERPA act by releasing this information (the fact that he cheated) to the teachers that will be at the hearing?
