Utility Bill Past Due During Divorce

My jurisdiction is: Pennsylvania, United States

I'm not entirely sure where this post would belong as it deals with divorce and a utility bill.

PECO is threatening to shut off service to my mother's house due to a past-due amount exceeding $5k. The bill has always been in my mother's name who, since 2002, has been going through a divorce. Her husband kept the bill out of her sight and paid it, but at some point stopped paying it. She is now taking responsibility for the bill, and has been submitting $100 each month to avoid termination of service.

After speaking with PECO, my mother says that they are unwilling to negotiate payment options despite the divorce. Allegedly, her husband filed a complaint with the company which, according to management, prevents negotiations.

What can my mother do? Does she continue calling PECO until they're willing to negotiate, or are her hands tied?
