Fraud, Embezzlement, Bad Checks unlicensed contractor fraud

Hello,
I have hired what turns out to be unlicensed contractors for work. They falsified receipts for equipment rental twice. I have the receipts that they generated and also the "real receipts" from the rental company. My question: can I contact the district attorney and file Fraud, Grand Theft, & Forgery charges? I am in California.
