Union election under Covid 19

My wife works for General Motors. Recently she has started her campaign for an upcoming union election. She is vying for committee person. Usually the candidates are allow to campaign at work with flyers and other such distributables. This year, however, management has been throwing away such items. They are claiming that they must do this to stop Covid 19 spreading in the plant. Is this legal, or are they using the pandemic to invent new restrictions on the election?

Are they throwing away other, non-union related postings? Has your wife how she will be allowed to communicate with the union members? Has she talked to the union about this?
