Timeshare - Bought, but never built

I purchased a Timeshare in 2003, the contract states that the building was to be complete no later than 2 years after the Purchasing Agreement was signed. It's now 2008 and the building has yet to be started. I was going to sell the Timeshare, but who would want to purchase something that doesn't exist (besides me!) At any rate, I sent a formal letter to the timeshare realty company to give them notice of this breach of contract. and asked for my money back, I gave them 30 days to get back with me. It will be 30 tomorrow, so I'm wondering what my next step should be. The timeshare is in VA. Any suggestions? The amount is around $7000. Thanks!
