Fraud, Embezzlement, Bad Checks theft of fraud do we have a case

Condensed version.Sister and I were out touch for a few years (personal reasons) but have now gotten back in touch.I have found out that my ex and his new wife had access to her house when she became ill.They offered to clean her house and take care of it.She has now told me that items are missing out of the house.They were the only ones that had access at the time. Moneytary value is over eight thousand dollars.Money is not the issue as most of missing items belonged to our parents(both deceased) and could not be replace.This happened a few years ago so I am not sure of the statue of limitations. Should I write to the ex first (I know he will deny having anything) or should I contact the police first.
