If a couple getting a divorce with kids have drawn up an agreement and had it notarized in regard to child support, is this legal and binding for the court, or can a judge not accept this document and rule according to their satisfaction?
 
It could be binding IF it is otherwise legal under the state's child support laws.

That is the very general answer.

But you really have not given us enough facts, details, and info to give you a specific answer.
 
In a nutshell, no it is not legally binding. It may or may not hold up in court. Either party can still file a motion in court to get it changed.

I disagree with (1) although I admit we don't have enough info; but I agree with (2) and (3).
